Oregon fishing licenses for 2026

An Oregon angling license ($50 resident, $138 nonresident for 2026) covers anglers 12 and older; salmon, steelhead, sturgeon and halibut go on a Combined Angling Tag ($69 resident).

Ocean fishing from boats, beaches and jetties now also needs the ocean endorsement ($9 annual) unless you fish only for salmon or steelhead.

Licenses, tags and endorsements are sold online through MyODFW, at ODFW offices and at license agents across the state; the list of agents is on myodfw.com.

Combined Angling Tag

What the Oregon tag requires

  • All anglers (regardless of age) need a valid Combined Angling Tag in possession to angle for salmon, steelhead, sturgeon and halibut.ODFW
  • Anglers may purchase only one Combined Angling Tag (authorizing harvest of 20 salmon or steelhead) per year.ODFW
  • Harvested adult wild salmon or steelhead must be immediately recorded on the Combined Angling Tag. See exception for wild steelhead harvested in the Rogue-South Coast area on the Southwest Zone page.ODFW
  • Hatchery salmon or steelhead can be recorded on either the Combined Angling Tag or a Hatchery Harvest Tag, but hatchery catch must be recorded on one of these tags.ODFW
  • Anglers may purchase multiple Hatchery Harvest Tags to record hatchery salmon and steelhead harvested, in lieu of recording these fish on the Combined Angling Tag.ODFW
  • Only hatchery salmon and hatchery steelhead may be recorded on the Hatchery Harvest Tag.ODFW

The nine zones

How ODFW splits Oregon into regulation zones

Oregon rules are written zone by zone. Seven inland zones follow drainages, the Columbia River Zone covers the main river and the lower ends of its tributaries, and the Marine Zone covers the ocean, bays and shellfish. A water follows the zone it drains to, so a county line never decides the rule.

ZoneArea as ODFW describes itStatewide rowsExceptions
Northwest ZoneThe Northwest Zone is all waters north of the Umpqua River to the Columbia River that drain directly to the Pacific Ocean, not including the Umpqua River drainage, and tributaries of the Columbia River entering downstream of the C.7264
Southwest ZoneThe Southwest Zone is all waters draining directly to the Pacific Ocean from the Umpqua River south to the Oregon-California border, and including, the Umpqua River drainage; and those portions of Klamath River drainage in Jackson.7239
Willamette ZoneThe Willamette Zone is all waters draining to the Columbia River between the city of St. Helens and Bonneville Dam, except for those portions of tributaries east of the Sandy River that are downstream from the Union Pacific.10353
Central ZoneThe Central Zone is all waters draining into the Columbia River from Bonneville Dam up to and including the Deschutes River.6134
Northeast ZoneThe Northeast Zone is all waters draining into the Columbia River east of the Deschutes River and all waters draining into the Snake River system up to Hells Canyon Dam.789
Southeast ZoneThe Southeast Zone is all tributaries (including their impoundments) of the Snake River system above Hells Canyon Dam; the Silvies River drainage in Grant County; all waters in Malheur and Lake counties; all waters in Harney Count.7127
Snake River ZoneThe Snake River Zone is all the waters of the Snake River from the Oregon-Washington border upstream to the Oregon-Idaho border.614
Columbia River ZoneThe Columbia River Zone is all waters of the Columbia River upstream from a north-south line through Buoy 10 at the river mouth and includes those portions of tributaries (including lakes) downstream from the mainline railroad bri.795
Marine ZoneThe Marine Zone consists of the Pacific Ocean, coastal bays, and beaches.270

Answers

Oregon license and zone questions

How much is an Oregon angling license in 2026?

$50 for residents and $138 for nonresidents, as printed on the 2026 fee page.

Who must carry an Oregon angling license?

Anglers 12 and older; younger children fish without one but need a tag for salmon, steelhead, sturgeon and halibut.

What is the Combined Angling Tag for?

It records salmon, steelhead, sturgeon and halibut and is required to fish for them at any age; the adult tag is $69 for residents.

How many ODFW zones are there?

Nine: Northwest, Southwest, Willamette, Central, Northeast, Southeast, Snake River, Columbia River and Marine.

How many water exceptions does the 2026 booklet list?

1,315 rows across the zones, each printed on the special regulations page with its booklet page.

Do county lines decide which zone applies?

No; zones follow drainages, so a river is ruled by the zone it flows through regardless of the county.

Do I need the Ocean Endorsement?

Yes for ocean fishing from a boat, beach or jetty unless you fish only for salmon or steelhead; it is $9.

Can rules change during the year?

Yes; ODFW posts in-season changes on MyODFW and they override the printed booklet.
