California public piers, jetties and breakwaters
CDFW lists 129 public piers, jetties and breakwaters: 90 piers, 22 jettys, 8 breakwaters, 7 wharfs, 1 rock walls and 1 moles. On any of them, anglers need no fishing license under 14 CCR 1.88, though bag limits, size limits and the two-rod cap still apply.
